Dr Sanva Saephan

Operations Manager

Dr Sanva Saephan holds a PhD from The University of Melbourne. He earned a Master’s in Public Administration and a Certificate in International Development from Tsinghua University, and a Double Degree in Accountancy and Economics from Singapore Management University.

Dr Saephan joins the Pacific Security College from International Needs Australia (INA), a fully DFAT-accredited NGO based in Melbourne. In his previous role as the International Programs Manager at INA, he managed development projects in nine different countries across Africa and Asia. Prior to this, he worked as a consultant for various UN agencies, providing technical assistance on the localisation of the Sustainable Development Goals (SDGs), capacity needs assessments, and streamlining processes for public service delivery to the Government of the Lao People’s Democratic Republic. He was also commissioned to write technical reports, including the SDG Voluntary National Review, the International Conference on Population and Development (ICPD), and the Beijing Declaration and Platform of Action (Beijing +25) for the Government of the Lao People’s Democratic Republic. Additionally, he served as a consultant for the World Bank on education and skills projects.

Dr Saephan is passionate about international development and has a keen interest in climate change. He is looking forward to working with colleagues from Pacific Island countries to facilitate the implementation of the Boe Declaration on Regional Security.
