Dr Sanva Saephan

Dr Sanva Saephan is the Business Manager at the Pacific Security College, where he leads the College’s operations, financial management and institutional systems to support the delivery of its regional security programs. He plays a key role in ensuring the College’s work is strategically aligned, operationally efficient and responsive to the evolving priorities of Pacific Island countries and development partners.

Dr Saephan holds a PhD from the University of Melbourne. He also earned a Master of Public Administration and a Certificate in International Development from Tsinghua University and a double degree in Accountancy and Economics from Singapore Management University.

Prior to joining the College, Dr Saephan was the International Programs Manager at International Needs Australia, a DFAT-funded NGO, where he oversaw development programs across Africa and Asia. He has also worked as a consultant with multiple UN agencies and the World Bank, providing technical assistance on the localisation of the Sustainable Development Goals (SDGs), public sector reform and institutional capacity development. His work has included leading national-level reporting processes such as Voluntary National Reviews (VNRs) and contributing to global frameworks including the International Conference on Population and Development (ICPD) and the Beijing Declaration and Platform for Action.

Earlier in his career, Dr Saephan worked in the banking sector in Singapore with Credit Suisse and the Bank of Tokyo-Mitsubishi UFJ, where he developed strong foundations in financial analysis, risk management and institutional processes. This experience continues to inform his approach to financial stewardship and operational management at the College.

Dr Saephan brings extensive experience in translating policy into practice, strengthening monitoring and evaluation systems and supporting governments to design and implement national strategies. At the College, he contributes to advancing regional cooperation and capacity building in line with the Boe Declaration on Regional Security with a focus on delivering practical and sustainable outcomes for Pacific partners.
