Will Carter
Will Carter is a climate adaptation and aid worker with more than 16 years of experience in both fragile and climate-vulnerable settings.
He has led humanitarian responses and development programs, including in Sudan, Afghanistan, Syria and Yemen, and now works at the intersection of climate risk and human security in the Pacific Islands, often in Papua New Guinea, Vanuatu and Solomon Islands.
His work in Pacific Island countries focuses on planned relocation and climate mobility, adaptation finance, climate-resilient public services, and climate security for regional and international organisations. He has contributed to research and program design on costing community relocation, strengthening education systems and translating climate policy into practical, locally led action.
He has forthcoming publications on Loss and Damage financing in Pacific Small Island Developing States as well as the use of trust funds for climate adaptation outcomes.
He has an MSc in Defence, Development, and Diplomacy from Durham University (UK) and recently completed postgraduate studies in Climate Change at the University of the South Pacific (Laucala, Fiji). He is now pursuing a PhD with King’s College London and the National University of Singapore, researching international relations, adaptation finance, and climate security in the Pacific Islands.
Will is particularly interested in how Pacific communities navigate long-term climate risks amid a changing, heating world order.
